Mokrá-Horákov Chatbot: First Czech Municipal AI Saves 670+ Hours, Handles 13,000 Inquiries

Citymind's AI chatbot on the Mokrá-Horákov municipal website has handled nearly 13,000 inquiries across more than 6,900 conversations since launch, correctly resolving 90.9 percent of relevant inquiries and saving the office over 670 hours, per a Citymind case study published 10 October 2026. "Show me a single civil servant who will give you round-the-clock attention on his or her day off, and on a public holiday," said Matyáš Charvát, Mayor of Mokrá-Horákov, in the case study, framing the deployment as round-the-clock accessibility no human office can match. Mokrá-Horákov, a small municipality near Brno, is likely the first village in the Czech Republic to deploy an AI chatbot for citizens, according to a Czech Radio Radiožurnál report marking the 1 May 2024 launch. The chatbot answers questions about contacts, waste management, culture, ID cards, the construction agenda, and dog registration. The chatbot, named Tessa, was launched in Mokrá-Horákov on 1 May 2024, the first municipal AI chatbot in the Czech Republic. Citymind itself was founded in March 2023 as a MENDELU university course project guided by the South Moravian Innovation Centre (JIC), and the Mokrá-Horákov deployment was one of its first municipal rollouts. Citymind's chatbot uses Retrieval-Augmented Generation hosted on Microsoft Azure servers in the EU via Azure OpenAI Service, with ISO 27001-certified security, full GDPR, AI Act, and Data Act compliance, automatic detection of up to 150 languages, and the Citymind Manager admin panel for analytics. The chatbot's most common topics are contacts, waste management, culture, ID cards, the construction agenda, and dog registration, with a large portion of conversations taking place outside of regular business hours, exactly when an accessible government agency matters most. "The cooperation of our municipality Mokrá-Horákov with the start-up Citymind shows that public administration does not have to be just ossified and backward thanks to AI," Charvát said. The deployment is positioned as a model for small Czech villages seeking to digitize citizen services without large IT investment.
