On July 20, 2026, Austria's Federal Government launched GovGPT, a nationwide sovereign AI platform for the country's entire public administration, unveiled by Digitalization State Secretary Alexander Pröll. The deployment is driven by a demographic reality. Over the next 13 years, 44% of Austria's public employees will retire, and under budget-consolidation rules only half of those positions will be replaced, producing roughly a 22% reduction in headcount. GovGPT is positioned to maintain public-service levels despite that shrinkage rather than serve as a technology showcase. The rollout is a five-part "Public AI" initiative with staggered timing. GovGPT, the general-purpose generative tool, arrives by end of Q2 2026 with text drafting, document summarization, and personal knowledge libraries. KI im ELAK targets 13,000 staff using the federal electronic records system, handling archive queries and structured summaries with rollout in Q3 2026. KAPA supports parliamentary-inquiry research, consolidation, and draft response generation with a human-in-the-loop. KI-SUN, already available, is a personal knowledge assistant trained on over 6,000 pages of federal training materials and accessible to all 180,000 employees. Agentic KI, due next year, begins with fully automated citizen appointment booking. The architecture runs entirely on sovereign infrastructure inside the BRZ (Bundesrechenzentrum) federal data center, powered by Mistral's 3B, 8B, and 14B parameter open-weight models served through the open-source Open WebUI interface, with no dependency on OpenAI, Google, or Microsoft cloud. The platform includes multi-tenant isolation, Role-Based Access Control, OAuth-based authorization, and a standardized API gateway compatible with OpenAI's specification so models can be swapped later. Austrian authorities confirmed Mistral AI receives no access to government data. The government has allocated an additional 8 million euros, likely for expanded GPU infrastructure to run larger models, and the BRZ has implemented a token-based consumption model with tiered packages plus request batching and model caching to optimize GPU utilization.
