Poland's National Revenue Administration (KAS, Krajowa Administracja Skarbowa), operating under the Ministry of Finance, deployed AI-based toll enforcement in 2021-2022 across 40 toll stations (including 19 newly constructed checkpoints) and 102 specially-equipped patrol cars on the country's A2 and A4 motorways. The system, built on VITRONIC's TOLLCHECKER AI sensor, achieves an automatic number plate recognition (ANPR) reading rate of more than 98% and almost 100% accuracy for human-readable plates, enabling reliable enforcement of Poland's free-flow e-TOLL satellite-based toll collection system. "Thanks to the cutting-edge AI technology and other features of our TOLLCHECKER systems, the electronic toll enforcement system is not only precise and effective, but also played a key role in optimizing traffic flow," said Łukasz Majchrzak, Head of Traffic Department at VITRONIC Machine Vision Polska. The deployment was driven by Poland's 2021 decision to replace its legacy stop-and-go manual toll system with a satellite-based free-flow e-TOLL system for vehicles over 3.5 tonnes on motorways, expressways, and national roads managed by the General Directorate for National Roads and Motorways (GDDKiA). The old system required drivers to stop and pay at physical toll plazas; the new e-TOLL system uses satellite positioning so drivers can pay via mobile apps without stopping. However, the new system also made it easier to bypass payment — whether intentionally or by accident — creating a need for reliable automated enforcement. The contract was signed in 2021 and deployment was completed in the following months. For the 21 former toll stations, VITRONIC designed and installed camera systems and illuminators on dedicated columns, integrated with the ANPR PL national system in cooperation with the Ministry of Finance, and activated electronic payment enforcement in accordance with the customer-specified KPI requirements. For the 19 new checkpoints, the deployment included design and construction of new gantry structures, installation of enforcement components, and integration with the national ANPR PL system. All stations are monitored 24/7, 365 days a year using VITRONIC's system monitoring software. Technically, the TOLLCHECKER system combines AI-based image analysis with neural networks and modern ANPR technology. It captures passing vehicles visually, automatically reads both front and rear license plates, assigns vehicles to one of 15 defined categories, and transmits the data package to the Ministry of Finance's IT system. The system reads plates at speeds from 1 to 160 km/h across all lanes in both directions, in all weather conditions. The mobile patrol vehicles use the Enforcement Bar — a fully automatic ANPR system — for on-the-move enforcement, with prototype bodies and equipment developed within a four-month delivery window. Operationally, the deployment enables free traffic flow at toll stations on the A2 and A4 motorway sections, reducing travel time and lowering costs for road users while also reducing CO2 emissions. The walk-through service platform gantries allow efficient maintenance of the enforcement infrastructure without interfering with traffic flow. VITRONIC's service platform continues to support the maintenance and operation of the deployed systems. The project's documented impact is the successful implementation of free-flow electronic toll collection with reliable AI-powered enforcement, replacing Poland's legacy manual stop-and-go toll collection. No specific roadmap for further expansion was disclosed in the case study beyond continued maintenance and operation.
