China's 30,000 Smart Factories initiative, administered by the Ministry of Industry and Information Technology and the National Data Administration, represents the world's largest industrial AI deployment program by scale. A key metric for smart factory designation is the ratio of AI-mediated production decisions to human-mediated decisions, with a target of at least 60% of operational decisions being made or significantly influenced by AI systems. Funding for the initiative comes from multiple channels: central government subsidies, provincial matching funds, state-owned bank preferential lending, and a dedicated Smart Manufacturing Development Fund that has raised over 200 billion RMB from institutional investors. The geographic distribution reflects China's manufacturing clusters: Guangdong leads with over 4,200 designated factories, followed by Jiangsu (3,800), Zhejiang (3,100), Shandong (2,900), and Henan (2,400). The program has been particularly successful in electronics manufacturing, where AI-driven defect detection systems have reduced quality-related production costs by an average of 28%.
